Director (Legal) – Colombo Port City
The Colombo Port City Economic Commission is the Government Authority entrusted with the administration, regulation, and control of all matters related to businesses and operations within the Area of Authority of Colombo Port City.
Established by the Colombo Port City Economic Commission (CPCEC) Act, No. 11 of 2021, the CPCEC also serves as the Single Window Investment facilitator for promoting ease of doing business within Colombo Port City, towards creating a business-enabling environment.
POSITION SUMMARY:
Reporting to the Director General of the CPCEC, the incumbent will be responsible for providing comprehensive legal support and guidance to the CPCEC ensuring compliance with the CPCEC Act No. 11 of 2021, and formulating and implementing policies, regulations, and standards to govern the development and operations within the Colombo Port City.
KEY RESPONSIBlLITIES:
- Provide legal advice and support to the CPCEC on all legal and regulatory matters.
- Ensure compliance with the CPCEC Act and all relevant laws and regulations.
- Formulate, draft, and implement policies, regulations, and standards to govern the development and operations within Colombo Port City.
- Oversee legal administrative functions. including contract review, litigation management, and legal research.
QUALIFICATIONS, EXPERIENCE & SKILLS:
- Attorney-at-Law with over 10 years of experience in a Senior Legal Position or similar capacity. (An applicant with less than 10 years of experience will be considered if deemed to be an exceptionally strong candidate)
- Experience in Managing and in-depth knowledge of Sri Lankan law, with a strong emphasis on Commercial Law, Real Estate Law, Arbitration, Condominium Management Laws, and relevant areas.
- In-depth understanding of the CPCEC Act No. 11 to 2021 and its associated regulations.
- Extremely experienced in drafting and implementing subordinate legislation, rules, and procedures under primary legislation.
- Extremely articulate, analytical, and decisive, with excellent writing, negotiating, presentation and drafting skills.
- Proven track record of success in providing legal advice, support, and administration in a Sensor Legal role.
