UCR was established under the legal provisions provided by clause 5(e) of the University of Vocational Technology Act No.31 of 2008. The UCR is operating under an Ordinance made by the Board of Governors of the University of Vocational Technology (UVT) in aligning with section 20 of aforesaid Act. Accordingly, UCR is operating as an autonomous body with Administrative and Financial powers.
